Key Announcement: Electricity Sector Reform
Effective 2025:
- Regional Power Grid Companies (RECs) will exclusively carry out retail electricity supply.
- A total of 21 licenses have already been issued to RECs.
- Objectives: Consolidate transmission and supply activities, enhance power system efficiency, reduce infrastructure costs, and ensure reliability and quality for consumers.

Implementation of Social Consumption Tiers
Social consumption tiers are currently being introduced across 15 regions:
- Water Supply: 44 Natural Monopoly Entities
- Heat Supply: 42 Natural Monopoly Entities
